Every state except the territories charges a levy on each tonne that goes to landfill, on top of the gate fee. The levy only moves one way.

The levy a landfill charges per tonne received. Transfer stations pay it when they send waste on; builders pay it inside their skip rate.
Where a state has no levy, landfill gate fees still apply — and plasterboard still shouldn’t be buried.source

In Victoria, 500 tonnes a year is $88,595 of levy. The point of the bin is that none of it applies to recycled plasterboard.
